The Regents of The University of Michigan extend their hearty congratulations to Herbert Gale Watkins, who reached his seventieth birthday January 22, 1959, and thereby became eligible for retirement on June 30, 1959, under provision of the Bylaws of the Regents.

Mr. Watkins was employed by several Detroit business firms after earning his degree at this University in 1912. In 1914 he joined the Hoover Ball and Bearing Company, where he rose to the position of assistant sales manager in 1920. Six years later he became Assistant Secretary of the University.

In 1944 Mr. Watkins succeeded Shirley W. Smith as Secretary and Assistant Vice-President of the University. In the thirty-two years he served his Alma Mater, he became expert in carrying out the duties delegated to him by the Regents. His enforcement of the "residence rule." his interest in the welfare of nonacademic employees. and his membership on the Student Loan Committee were particularly meaningful.

Students and members of the faculty recall his sage counsel expressed in telling and laconic terms. As Business Manager of the Marching Band and of the Men's Glee Club. "Bert" Watkins made hundreds of friends among students and alumni.

The Regents hereby express their gratitude to Herbert Gale Watkins for his loyal service to the University and trust that the years of his well-earned retirement may be filled with happiness and contentment. They now confer upon him the title Secretary and Assistant Vice-President Emeritus of the University, and invite him to avail himself of the courtesies that are customarily extended to emeritus members of the administrative staff.
