This line indicates where the complaint was registered, at Philadelphia in the Arsinoite nome. The first part of Philadelphia (Phila) is contained in line one. The dot above the omicron in Αρσινοίτου is probably a stray mark, perhaps from when the scribe dipped his pen in the ink.
